Downloading Programs off web pages

Every so oftem MS releases patches for system and every
so often it screws with my machine setup. The latest
problem has gone unfound for some time so I'm not sure
what patch it was. Problem is clicking on links on
webpages to download programs or for certin programs to
get out to update themselves. I have same problem with an
xp pro machine at work. win 2k machines no prob. Go
figure. Does anyone know a quick fix for this without
reloading entire system. Thank you,

My guess is that an IE patch locked down your default security settings.
Quite likely it was MS03-040. You can check out the details of the changes
