Downloading pictures

I am trying to download pictures to an antique appraisal site. I'm not sure
how to explain this !! They have a browse icon to find the pictures on your
computer, when I click on it I get a "page error" message and a "blip" sound
from my computer. I get this on other sites from time to time and can't get
to something I want to view.
Can I reset something so this doesn't happen?
Any help will be greatly appreciated.
