downloading mp3 format

I am using my desk top PC with Windows XP Professional. When attempting to
download an mp3 file (example - 16.8 MB) it will not download the whole file
until many attempts are made. Usually it will download from 3 to 14 MB then
state "download complete". My system is set to never hibernate. Any help?
 
Clear Temporary Internet Files before you start the download. Don't forget
to "Delete all offline content".
