MP3 file not playing sound & has flat "sound line"

I have Dell desktop with Windows XP Professional (updated) and WMM (updated)
and a subscription to Norton Anti-Virus subscription to screen downloaded
files.

I have made a few WMM videos with downloaded MP3 audio music files, and they
work well.

A particular downloaded MP3 music audio file works in my Windows Media
Player, but not in my Windows Movie Maker. The WMM Audio/Music "sound line"
has the correct duration in the WMM Timeline, but it is flat, indicating no
sound. Oddly, the sound can be heard in WMM when (1) select Movie Tasks -
View Video Transitions; (2) click on the audio file in the Timline; and (3)
click on the Play button in the monitor, but only at some point in the audio
file AFTER the beginning of the audio file.

The MP3 file is in the proper WMM Collection for this WMM project.

The WMM toolbar Clip - Audio - Mute is not set on Mute as a sound effect.

The WMM toolbar Tools - Options - Compatibility - Filters indicates no audio
filters.

I have deleted the MP3 file, and repeated the Import Audio file to restore
the MP3 file in the project, but nothing changes.

QUESTION: What are the possible diagnostic explanations for this problem?
And what is the recommended solution?

Movie Maker is not fully compatible with .mp3 files.
Try converting the .mp3 to .wma and see if it works
any better.

Windows Media Encoder can do the conversion.
