Downloading exe files from internet

Hi

I installed IE6 SP1 in July 2003 and recently upgraded my
virus protection to Norton antivirus 2003 (part of
NSW2003) and now I cannot download any files which are
program files unless they come from the Symantec site. On
clicking on the download button nothing happens - no
download box appears.

Also if I have a hyperlink in outlook express which refers
to downloading an exe file extension when I click on it I
just get a new blank window in internet explorer. I guess
the two are connected.

Any ideas how to resolve this problem?
