downloading disabled

clicking on any link inside the browser that is a
downloadable (i.e. not a link to anther html page..)
-nothing happens , i cant download anythingn thru the
browser. this is a cross browser problem on my computer.
i have disabled my firewall and this still happens.
what should i do?

Make sure that this is set correctly
Tools/Internet Options/Security/Custom level.
Look under Download, is it set to enable?
