Downloading critical updates for XP

Someone please HELP! I am trying to download critical
updates on my computer & the download progress goes okay,
but the time remaining never comes down. Well, even
after the progress of the download seems to be complete
(ie 1.9 mb out of 1.9 mb) the installation process will
not start. It just sits there until I cancel out. The
same problem is happening to my mother's computer for
Window's 98. I can't get any of the critical updates or
service packs.
