Downloading access problem

I have a friend that asked me for assistance with a problem she's having.
Every time she goes to a site that has a .pdf or a .exe download on it, she's
"Not authorized to view this page."
Has she changed her security settings or what's up with it. She has a
firewall but has allowed the sites she wants to download from as 'safe
sites'. It hasn't changed a thing.
How can I help her out? Any suggestions?
She's using XP pro (I think) with IE 6 and the problem 'just occured',
she says she didn't change any settings...

Check the firewall setting and see if it is blocking access to FTP sites.
Many download web pages redirect downloads to FTP protocol, which is a
different port from HTTP. If the firewall blocks FTP connections then you
won't be able to download from those sites. Just enable FTP connections
outbound and it should work.
