I cannot use downloaded pictures as screensavers. I've
tried renaming them .jpg among other methods. What can I
do?

You are right, you cannot use downloaded pictures as screensavers.
Screensavers are not .jpg files.

You can use them as wallpaper, however.
Put a JPG file in the MY PICTURES directory (folder), then right-click it
and choose SET AS DESKTOP BACKGROUND.

a screensaver is a program, you can get free screensaver
programs that you can insert jpeg pictures into.

Do a Google.

If they are not JPGs, simply renaming them won't work, you would need
to convert them, if they won't work with the My Pictures Slideshow
Saver.
