Downloaded files are being saved to the dektop

In internet Explorer 6, files that are being downloaded
via FTP or HTTP are being saved to the user's desktop by
default -- where is the setting for the default download
location?
 
If you download a file to your desired location, the next time you initiate
the download, it will go back to that location.
