Use IE to go here:

If IE is redirected to the V6 update site, or if you're using Microsoft
Update, you'll have to revisit Windows Update and then click the
Use administrator options in the left frame, then click the Windows
Update Catalog link in the right frame.
If the system is going to MU, then opt out of it by clicking the Change
settings link in the left frame and uncheck the MU box in the right
frame. Then either click the V4 link above or access it from WU.
Next (whew, this is getting long
once IE has accessed the Windows
Update Catalog, click the Find updates for Microsoft Windows operating
systems link, select Win 2K SP4.
Click the down arrow next to Advanced search options
In the " Contains these words " field enter Root Certificates Update
Click the Search button.
Click the Recommended Updates (1) link
Click the Add button, then click the Go to Download Basket link.
Choose where you want it saved to by clicking the Browse button
Then click the Download Now button
After it downloads, close IE, and install it.
I haven't seen it offered for XP SP2.

Default setting and ability to disable: Update Root Certificates is
installed by default in Windows XP with SP2. You can disable this
component with Group Policy, or you can remove it or exclude it from
installation on users’ computers. "
