Download Prompt - Open disabled

When i click a file, IE usually prompts a Download Dialog asking me whether i want to open or save the file. However, when the file is *.tif, the Open button is disabled, forcing me to save it

I tried to take a look at the Folder Option > File Types for tif, the Confrim checkbox is checked. But the Enable Quick View checkbox is grey out (and not checked)... I also tried to delete this File Type, and when re-creating, although i checked the Quick View checkbox, after saving this checkbox becomes grey out (and not checked) again

Any ideas? (I'm using WIndows 98)
