I can not download a single file from the internet. The
only thing I have been succesful at was having microsoft
detect my necessary windows updates and telling me that I
need to install the same cumulative patch over and over.
I looked in my "add programs" and saw that patch there so
I know it's technically "in".

I saw other download problem posts and tried to go to my
Windows Explorer.
Go to Tools | Folder Options | File Types.
To adjust what I could but everytime I go I get a Windows
Explorer error that closes the program automatically so I
can't make any updates. The same thing happens when I
try to use my "Search" feature from the Start bar. What
do i do?

First eliminate any scumware.
See
Dealing with Unwanted Spyware, Parasites, Toolbars and Search Engines
http://mvps.org/winhelp2002/unwanted.htm

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each need to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.

If trying everything at that site does not fix the problem please post back
in the same thread.

The following may also apply, courtesy of Alan Edwards, MVP:

If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.
Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer
http://support.microsoft.com/?kbid=303401

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
(QuickTime by the looks of it and if so, I believe they have a fix)
The key does not normally exist.

go to start/control panel/add & remove programs/click on
the add & remove componets - remove IE, restart your
computer - go back to where we started - reload IE and
see if this works
