download problem with .exe files

I am have problems downloading .exe files. The message is
"Internet Explorer was not able to open this Internet
site. The requested site is either unavailable or cannot
be found. Please try again later.
Someone suggested Web page:

this did not have any suggestion related to IE6

Any other ideas out there. It seems that lots of people
are having the same problem, you would think that
Microsoft would have posted an update. Maybe it time to
change browsers.
