Download Pictures does not work

In Outlook 2003, SOME TIMES Download pictures seem to download but DOES NOT
SHOW the pictures.

What can I do?

This could be because Outlook is having trouble writing a temporary copy of
the picture to the OLK* folder in Temporary Internet Files.
