Double Taskbar

I have acquired a double tall taskbar on (2) of my
computers. Both are using 17" LCD monitors. When I try to
drag the taskbar down to single height, it goes out of
sight. Then when I drag it back up, it skips single height
and stops at double height again. I have tried monitor
settings, resolution settings, etc. I am running Windows
XP Home on both pc's.

I take it that the 'lock the taskbar' option is unchecked when you try this?

Yes, lock the taskbar is off.
