Dotted line appears around selected items

I am running Windows XP Home Edition and any time i
select an item, whether it be on the internet or while I
am exploring, a dotted line forms around the selected
item. Is this a bug or normal becuase I have been on
other computers and this does not happen. Can I fix it?
E-mail me and I will show you a picture of what I mean if
you want. Please help.

Right click my computer select properties then click the advanced tab and the
performance settings button and check or uncheck show translucent selection
rectangle.
