Don't have appropriate permission to perform operation.

When I try to send/receive my email I get the Outlook error:
"You don't have appropriate permission to perform this operation."

A little history. This is a Outlook database that I've used for a long time
without any problems. I had to recently rebuild my domain server and
therefore had to reregister my user profiles of this WinXP workstation on
the network. I've got everything pretty much working with this being one of
the exceptions. The other problem I've having is that I can't use the
Windows Explorer search capability. When I select search it doesn't do
anything. It may be that these two problems are related.

Any suggestions?

Here is more info like Outlook version, mail service being used and the
steps I've taken already to try to resolve
the problem.
Outlook 2002 SP2; POP3; SMTP
I've tried testing the email account. All tasks completed with the exception
of the "Send test e-mail message."
i.e. established network connection, found outgoing mail server (SMTP),
found incoming mail server (POP3), logged onto incoming mail server (POP3)
but failed to send test e-mail message.
I've also check permission levels on the directory space. I have
administrative permissions.
