Don't download message

Is there a way to avoid downloading certain messages but kepe them on the server and decide when opening them whether to download or delete? I know it is possible to do this will all messages larger than a certain size but can I do this as a Rule?
 
Rules only work on mail after download. Depending on the version of outlook
you are using (you failed to mention), you may be able to only download
headers, and then mark which mail you want to download.
