Don't apply GPO to Terminal Services

Apply the software istallation gpo to the machines instead
of the user.

Is there any other method to accomplish my goal outside of
applying to the machine rather than user. Users switch
machines which is why we originally decided to do it on a
user basis. Can I exluded processing of software install
GPOs by machine, or some other method like that to prevent
installs on the Terminal Services server?
