I wonder if there's a way to let regular users on windows xp install modem
and modem connections without granting them local administrator rights.

You do it once for them and you don't have to do it again.

I know in XP you have the ability to enter an Administrator password to
install the driver. Once a driver is installed the modem will always
work on that computer again and not need to re-install the driver.

I hope this at least solves half your problem.
