Domain Rights

I administer two domains: one against which users can
issue the command NET USER %UserName% /Domain but on the
second the statement fails because of an "Access Denied".

Why?
 
Is the person a domain admin, or account operator in that domain, at least?

No. In both domains all accounts in question are domain
user accounts.
