When I rebuild a grouppolicy (and subfolders) in the
sysvol directory from my domain the server is renaming the
folder to Policies_NTFRS_17251b26 while is should be
Policies.

These are called morphed folders and this is an FRS issue, this KB gives
some more details on how to clear it up:
