Only certain files are monitored by system restore, and this does not

To recover the deleted file first stop using the computer. Deleted
files are not removed from the drive, just their space is marked as
available so the more the system is used the greater is the chance it
has been over written. Here are some utilities to try for recovering
the file.
I suppose using data recovery tool in such a situation. Among them the
most powerful are IMHO Active@ Undelete and Uneraser(DOS). These are
truly powerful utilitites, they never failed me before and were always
able to bring back data without corrupting it. Give it a try, that
should definately help.
I purchased a software program on the internet called Restore-My-Files and
they would never send an activation code. Be very cautious of this company!
They have no phone numbers and no mailing address. They use the ClickBank
system and withdraw the $$ within 10 minutes and after that time you can
never contact them! I hope my experience is helpful to others...
