Does reinstalling windows lose information on harddrive

If I have to reinstall windows, will i lose all my
information that is saved on my harddrive.
Also will i have to reinstall all my programs and such.

your data and setting should remain in place
if you do a "repair" installation or an "in-place upgrade"

just be sure *not* to take the option to format your drive!
