Does it have a Language Pack Setup File?

Dear all
I have a problem that I must use the simplest way to let user install the Simple-Chinese and Traditional-Chinese
I search on the internet and found some articles that indicate there are some setup file can install those language pack, for example "ielpkzhc.exe" for Simple-Chinese , "ielpkzht.exe" for Traditional-Chinese
But it is for IE 4, and I have searced in Microsoft-WebSite and I can't find any information about it
Does it have any method that can let user download "Single" setup file and install, and then he/she can display the correct web page?
