The Windows Vista MUI pack does not affect third party software, only
Windows itself.

Ask the developers of QQ if they offer their software in the Chinese
language.

Are you having problems with QQ only, or is it Windows Vista that will not
show up in traditional Chinese?

Kenny, I did some research, and it seems QQ does not support the Unicode
format. Try this to fix the problem:

Open up Control Panel > Clock, Language and Region > Regional and Language
Options > Administrative settings. Change the language setting for
non-Unicode programs to your language of choice (requires administrator
privileges).

On a different note, I realise QQ is a very popular instant messaging
service, but do keep in mind it is classified as malware (adware) by most
security companies. A safer alternative is the Pidgin client, it can handle
the QQ protocol as well.
