DOES ANYBODY KNOW HOW TO CHANGE A FILE EXTENSION TYPE?

I'm trying to resave a exe file (Netscape 7.1 download) so
as to get rid of the extra "jpg" file extension being
appended to my file by Windows XP. Does anyone know how to
fix this problem? It seems every file I want to save that
my system automatically saves it as a jpg file extension
type, even applications, like this Netscape 7.1 downloaded
file.

Any help will be appreciated!!
 
Your Internet Explorer Temporary Files Cache is full and
needs to be emptied.

Go to Start > Programs > Accessories > System Tools > Disk Cleanup
and perform some housekeeping.
