Documents and Settings questions

In Documents and Settings, I seem to have duplicate file structures for 3 of
the 4 User Names (Administrator, Default User, and John). The folder All
Users seems different. Why do I need all these? Can any be safely deleted?

Also under the three User Names, there is a Cookie folder and in Local
Settings, a Temporary Interenet File. Both contain cookies. Why are
cookies put in two different places? When I choose Delete Cookies from the
IE General tab, which folder are the deleted from?

Each user has their own desktop workspace.

\default user is used to create a profile for new users.
\all users is common to all users that logon (desktop, start menu, etc.)
\Administrator is a built-in local administrative account
\John is presumably the account you logon with.

No don't delete any of them.

Default Local Disk Folders

Folder Name: Documents and Settings
Contents: Account information for each user who is granted access on the
computer. Each user account is represented by a subfolder assigned the user
name. Folders under each user account folder include My Documents, Desktop,
and Start Menu.

These include:

Administrator
All Users
Default User
LocalService
NetworkService
You

Some of the above are Hidden folders.
These are System folders and shouldn't be deleted.

The Cookies folder for whoever is logged on (current user) is the one that
gets emptied from...

Internet Explorer | Tools | Internet Options | General tab | Delete Cookies
