why are cookies stored in different folders?

I find cookies in C:/Documents and Settings/John/cookies, C:/Documents and
Settings/John/Local settings/Temporary Internet files, and C:/Documents and
Settings/John/Local settings/Temp/cookies. There are also cookie folders in
the Default User and Administrator files, although these may be linked to
the John/cookies. Are there more? Apparently the IE6 button only deletes
the ones in the Temporary Internet files. Do the different folders serve
any purpose?

A lot of these are aliases pointing to the same place: thus when you
look in Temp Internet Files, it displays the content of the user\cookies
folder as well (I don't know why). Then each account has its own
cookies folder in Documents and settings\username\cookies for ones to
be saved. The one in Local Settings\Temp is for so called session
cookies that vanish once you disconnect from the site and close the
browser

Each account has its own set (they are personal things) - I would not
expect to see any in the Administartor\Cookies unless you log in as
Administrator and then go surfing - which is not a good idea, You
should preserve that account's integrity against emergencies
