Document 326574 & possible hotfix

I have read a couple of threads in these discussion groups regarding this
same problem (the error message "MMC cannot open the file
C:\WINDOWS\SYSTEM32\secpol.msc") and other similar errors, when I try to
access my programs in System (or Administrative) Tools (for defrag, etc...).
Those solutions did not work for me.

I have been continually troubleshooting several Windows XP problems, these
past couple of months, and have been learning a lot about my computer. I am
curious to see if a System Restore point just before my last SUCCESSFUL
defrag date (June 30, 2007) will help me access that. Perhaps I made a
serious change I don't know about that caused my recent errors?

Or perhaps I need the hotfix referred to in Microsoft Document 326574?

That says I need to contact Microsoft, but they WILL charge me $ to contact
them, since I've contacted them 2 times, before, and I've run out of free
questions.

Is there any I can find a page to download it? I'm certain I need it, but I
can't afford the $ to contact them for it.

Or, does anyone think my system restore option could work? I'm hoping to do
the least difficult thing, first, between these two options.

I'm also willing to consider other options. Thank you for your time. -

The hotfix for 326574 was 'built-in' to the SP2 patch. I would try
uninstalling SP2, and reinstalling it (add/remove, 'show updates' checkbox)

Since we had trouble installing SP2 the first time, I decided to choose the
system restore point just before the last successful defrag...And it worked!
Whatever problem our computer seemed to have, it is "undone" and I can use
those folders, again. WOW! I was nervous about using the system restore
feature, but I'm not, now (although I'll still keep it to a minimum).

I'll keep your suggestion in mind, if we have further problems.
