Can't get KB899527 hotfix without paying $35?

The error described in KB899527 is currently effecting me. The article says
that Microsoft has a hotfix for the problem and that I only need to contact
Microsoft tech support to get it. Because my Dell computer came with XP
Professional instead of me buying Windows separately, I can't contact
Microsoft's support to get the hotfix without paying $35. Is there any way to
get the hotfix described in KB899527 without paying the $35 fee to contact
Microsoft's support department?

Have you given Dell support a call?

In the past MS will take payment details but if the Hotfix fixes your issue
they don't charge, the charge is if it turns out not to be their problem, or
at least that's how it use to work!!!

That means you got a lazy Dell tech guy. Call them back, and demand they fix
the problem. Ask to talk to higher levels of management. This is their
problem.
