DOCTYPE??

Hi - I use FrontPage 2002, Windows XP and WebPosition 2. My question is
this. As I am running my index page through WebPosition 2 I got a warning
that I am missing a html tag. I ran it through a "Validator" site and was
told the following (actually 2 different web sites that validate the html -
"A DOCTYPE Declaration is mandatory for most current markup languages and
without one it is impossible to reliably validate this document. I am falling
back to "HTML 4.01 Transitional" and will attempt to validate the document
anyway, but this is very likely to produce spurious error messages for most
non-trivial documents."

They are saying I don't have DOCTYPE declaration. I have at the very top of
my index page the following:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">

These validate web sites have never liked this - do I have the wrong one for
FrontPage 2002 or something? Perhaps I have picked it up over the years and
this is no longer the one FrontPage assigned?? since I have no idea how it
is suposed to read I can't tell the difference. Maybe this isn't even
assigned by FrontPage?? Thank you for your help, Chris
