Do you have to have Exchange to invite attendees?

In Outlook 2007 when creating a calendar event, do you have to have
Outlook connected to Exchange to invite attendees? I know I must be
overlooking, but I can't find Invite Attendees on a user's Office
2007, on others I can. The one I cannot uses Outlook stand alone, no
Exchange, so I thought that might be it. Thanks.

Outlook does not have to be connected to Exchange to invite people, so long
as you can send messages, but you need to be able to see the free/busy
information if you expect to use it (although if it's not available you can
ignore it). You can invite anyone in your Contacts folder and you can
invite anyone whose address you can type.
