do not have acccess rights to logical disk manager

Even though I am logged on as Administrator, I cannot view partitions or
even run defrag. No error message from defrag, it just wont execute the
command. I do get that "you do not have access rights to logical disk
manager on computer xxxxx.

This is following a repair install (got the same error before the intall).

I googled and found this http://support.microsoft.com/?kbid=902430
but they are referring to accessing a disk on a win2003 server.

We do have a win2003 server, but I am trying to access the local hard drive
and logged into the local machine as "Administrator". The above acticle
does talk about dcom needing to be enabled. Could I have lost some
previledge on the Administrator account?

....trying to save having to do a full reinstall...

I tried the DCOM fix that Microsoft offers and I still have the problem? Any
ideas guys....
