DNS Server Error??

I purchased this laptop a little over a year ago, and for the last 6 months
or so have had to run the blasted thing in safe mode in order to do anything
online because of a DNS sever error. Any messenger programs work just fine,
but after a half hour of being turning on the machine I lose any and all
browser capabilities. I'm so lost. I've tried everything I can think of.
But because Windows was already installed on the machine when I bought it,
Microsoft tech support won't give me the time of day. I've been in contact
with Toshiba a zillion times and those people don't know their left from
right. Can anyone help me????

DNS fails: restart windows, after you go to start/run, and type CMD, then at that prompt type: IPCONFIG /flushDNS and then :
IPCONFIG /registerDNS

the netsh command in SP2 can rebuild your Winsock. Open the command prompt and type: netsh winsock reset , then press ENTER.

Clear the IE cache. (IE, tools, Options, Delete Files button, include offline content.)

Go to Start/Run, and type: REGSVR32 URLMON.DLL Then open IE, Tools menu, Options, Program Tab, and click the "Reset Web Settings"
button.
