DNS error

I can ping out to the web but when I try to access any
website I get a cant find server message dns error. I have
reloaded window 98 SE and removed/reloaded tcp/ip many
times. I also get an access denied when trying to delete
index.bat My winsock file are not corrupted as I ran sfc
on the entire system. I out of ideas...any help?
