dll missing

Hope im in the right group..I keep getting message"msnmsgr.exe Unable to
locate component"
This application has failed to start because MSNCore.dll was not
found.Re-installing the application may fix this problem...
It was working this morning and i've re-installed ..
Ive looked and seached to no evail.
Please any HELP muchly appreciated.

go to RUN and type regsvr32 msncore.dll

I just did that but it came up with
--LoadLibrary(msncore.dll)failed-The specified file could not be found

this DLL is used to manage ressources of Windows messenger and especially
the skinning.
Try to find some info at msgsres.dll
