Distribution list sort order changes slightly

I have a user who created a distribution list alpha-sorted ascending by the
Contacts' last names. When a recipient opens an email sent with this list, it
still shows as sorted correctly EXCEPT for the last name (starts with "Z")
which now oddly enough is in first position in the recipient list. We are in
an Exchange Server environment. Is this something that is anomalous?
correctable?

What's to correct? What earthly difference can it make in delivery which
name shows first?

I agree, it shouldn't make a difference...BUT, my workplace deals with
politicians.
