Distributed Password Authentication error

I'm using Microsoft Outlook 2000 on a machine using Windows 2000 and all of
a sudden I'm getting "Unable to logon to server using Distributed Password
Authenication ... Server respose "-ERR popgate Unknown Command' ... Error #
0x800ccc18" when I go to get my e-mail. How can I fix this?

Using POP3?
Since when do you get this error?
Called your ISP already to verify there is not issue on their side?
If you use a virus scanner that integrates with Outlook, disable this
integration and try again.
