Displaying Windows Date and Time Properties

I have a desktop PC running Windows XP SP2.

To view the Windows Date and Time Properties, you need to double-click
the clock in the systray. Is there a way to tweak XP so that this can be
done with one click? That is how Vista is configured, and I find it very
convenient.
