My system went down. When it came back up, the Windows
2000 page was full size at 15". However, when the desktop
loaded, it is only about 10" diagonal. There is a large
black border around the desktop.

What do I need to do to get back to full-size.
 
Check that yr graphics driver is installed OK, Check display settings, if
necc. adjust monitor settings, usually by buttons on the monitor

Change the refresh rate settings from start>settings>control panel>display
properties>settings>advanced>adapter>refresh rate
