Is there some way to access the Display Properties window other than Display
Desktop > right-click > Properties? I'm thinking something like Start > Run
program.exe ...

Any ideas?

You can create a shortcut to desk.cpl on your desktop or quicklaunch.
Right click on the desktop.
Click New > Shortcut > Browse.
Browse to c:\windows\system32.
Scroll to desk.cpl and select it.
Click Next > Finish.
