Display goes blank after Windows Logo

One of my users set their screen resolution way too high for his monitor. Now
after the Windows Logo is displayed and it finishes loading the screen goes
blank.

Last Known Config did not resolve the issue,
System Restore is not available,
VGA mode does work, but any changes I make here are not saved and then I'm
back to square one.

Is there a registry or GP setting that I can use to force this users machine
the required working screen resolution?

Boot to Safe Mode, and remove the video device in device manager, and restart.
