Display Error

Windows keeps giving me an error that states "Windows could not load
Display." This error is preventing me from installing or reinstalling video
card drivers. When I right click on the desktop and select properties, the
display properties window does NOT show up. I have to manually go into
control panel and open the display properties window. Also, any changes I
make to the advanced video card properties refuse to be applied. If anyone
can help me fix this problem without a full reinstall, it would be greatly
appreciated.
 
In hardware, uninstall graphics device, reboot to allow win to reinstall
graphics.
or If you recently updated grphics driver, roll back the driver.
I'm hoping that if you updated drivers you did not use winupdate ones.
 
I cannot uninstall my graphics device, it gives me the same error, "cannot
load Display". Upon trying to open the device in hardware manager, the
window states: "Windows cannot start this hardware device because its
configuration information (in the registry) is incomplete or damaged. (Code
19)." I searched the support files for a solution. It said that Code 19 has
to do with COM ports not being available. I went into BIOS and checked, my
COM ports are open. Any other ideas? I've scanned for viruses multiple times
with Norton's freshly updated.
