Unable to open Display Properties

Ok, I've seen all the posts about people having issues where they
can't get into the display properties and I am also having the same
issue.

Here is what I have tried:
Right click on desktop and choose Properties
Run Desk.cpl
Control Panel - Display

Nothing happens and nothing in event logs
So I did SFC /scannow
Uninstalled video drivers and reverted to default VGA drivers (Still
wasn't working!)
XP Repair
Deleted desk.cpl and had XP restore it
extracted desk.cpl from XP CD
no virus / spyware on PC (SAV / ADAWARE / Windows Defender)
Nothing unusual in startup
and yes, I checked the policies under HKCU and HKLM to see if the
dispaly properties were disabled
Kelley's Corner does not apply to this issue as it is not a policy
issue


I have not yet seen any resolve to this issue and I don't really want
to have to reinstall XP if I can help it. Is there a fix?
