I have a problem with the Desktop in XP. Can you help please ?

My desktop is white and all icons are visible. The desktop console does not
appear when I right click the desktop. I can run desk.cpl and if I do and
change the resolution to a higher number I can see that my desktop is under
the white overlay. If I right click the portion of my old desktop that I see
on the display I get the right desktop console and can adjust everything I
wish. But I cannot make that white overlay to disappear. I have tryed runing
the SP2 for XP Pro and changed the Graphic drivers and tryed another graphic
card but nothing seems to work.
Is there anyone that knows the problem ?

Control Panel, Display app, Desktop tab, "Customize Desktop" button, uncheck
"web tab" items. uncheck, "Lock the Desktop" checkbox.
