Disk Quota Tab Missing with NTFS and Admin Permissions

I have 2 servers running Advanced Server SP4, both
configured identically. One works perfect, the other does
not display the "Quota" tab under properties on all
volumes. NTFS is on all volumes, user is Domain Admin and
local administrator. I have tried the "Bypass traverse
checking" permission as was required with SP1 & SP2. Still
no luck. Any Ideas would be appreciated.
