disk management not listing external USB storage

I installed an external DVD burner. It was installed OK,
but now it doesnt show up in Disk Management. It shows up
in Computer Management under Disk Drives as USB 2.0
Storage Device USB Device.
According to the 'help' I'm supposed to be able to
initialize it by right clicking and click initialize disk.
However,when I right click, this is not offered, only
General/Policies/Volumes/Drivers.

Help says:
When you first start Disk Management after installing a
new disk, a wizard appears that provides a list of the new
drives that Win XP Pro detects.

I never saw that wizard. How do you access it and how do
you 'START"" Disk Management...not open, START?

I think one problem is that this is listed:

Computer Management--->Disk Management-->(highlight)
C\Action\All tasks\Properties\Hardware\USB Storage
Device..as a disk drive, just like C.

I think it should be listed like the DVD ROM/CDRW drive.
Anyway..its not listed on the right side of the Disk
Management window...only the C drive (on top and the
disk/HD plus CD ROM drive below.
I need to get the DVD/RW drive listed here, also.
