Disk integrity check on every boot

Each time I boot my system the operating system runs
scandisk on my c drive. I have forced this by switching
off on boot, the system then runs a full scandisk on all
drives C D and H (Pendrive) and all are error free. Next
time it boots Ok. then after that each time I boot it runs
scandisk on my c drive all over again, finds no errors.
This is like groundhog day!!!!!! Can anyone offer a
solution on something I can try to resolve this.

Somehow, the file systems are not getting a chance
at shutdown to mark their disks as being "clean".

This occasionally happens with some AV software.

If you have an AV package, try disabling it and
rebooting.
